While it is close between Kristen Stewart and Jackson Rathbone the worst signer is Jackson.
Kristen will sign and I have gotten her several times its just that she is not big on photo ops with her fans and if you keep hounding her about it she will stop signing but she will sign whether it be low key or mass crowds.
Jackson on the other hand can be brutal at times and even when it is low key he will stiff his fans which he has done many times.
This was sa "tough" poll because everyone on the list I never had a problem getting to sign multiples. The only reason I picked Stewart was just based on one time she stiffed me.
